
Paige E. Duhamel is a member of Sutin’s commercial division, where she practices in Government Entity Law, Labor Law, Employment Law, Administrative Law, Property Tax Law, and Hospital and Healthcare Law.
Paige Duhamel is a seasoned attorney specializing in health law, policy, and regulatory compliance. She has served as an Attorney Advisor at the U.S. Department of Health and Human Services Office of General Counsel, where she provided legal counsel on healthcare regulations and policy initiatives related to the Affordable Care Act. At HHS, Paige worked on increasing access to preventive health care screenings, contraception, and health insurance coverage affordability programs.
Previously, she was the Health Care Policy Manager at the New Mexico Office of the Superintendent of Insurance (“OSI”), where she oversaw healthcare reform implementation, regulatory compliance, and legislative initiatives. During her time at OSI, Paige worked on drafting legislation to implement the Affordable Care Act, including prohibitions on pre-existing condition exclusions, into state law. She was also instrumental in expanding health insurer coverage of behavioral health benefits and parity.
Additionally Paige oversaw the licensing and regulation of Pharmacy Benefit Managers (PBMs). In her 10 years at OSI, Paige implemented millions of dollars of federal grant funding to increase access to health insurance benefits and consumer protections.
Paige also has experience in civil rights, employment law, and advocacy, having worked with the Southwest Women’s Law Center, where she began her work on implementation of the Affordable Care Act. She also worked for Morrissey Lewis, LLC, and the ACLU of New Mexico.
Paige received her Bachelor of Art’s from Wellesley College in 2003, double majoring in English and Women’s Studies. She then went on to the University of New Mexico School of Law, where she received her J.D in 2010, graduating cum laude.
Paige is a member of the New Mexico Health Law Board. Paige has been a vegetarian for 30 years and enjoys cooking hearty vegetarian meals in her free time.
