RACHEL S. KING practices in the areas of public law, public finance and education law. She has been certified by the New Mexico Supreme Court as a specialist in Local Government Law. She has served as bond counsel, loan counsel, and disclosure counsel on various public financings, including for the New Mexico State Board of Finance, New Mexico Finance Authority, New Mexico Renewable Energy Transmission Authority and the New Mexico Educational Assistance Foundation. Rachel is also a member of the firm's education practice group, advising public colleges and universities in the areas of employment law, governance, policy development, procurement, the Open Meetings Act and the Inspection of Public Records Act. She also represents public agencies in these areas and in administrative law matters. Prior to joining the Firm, Rachel had a career in public service, including serving as Deputy Secretary in the New Mexico Economic Development Department, as Senior Advisor for International Affairs for Governor Richardson during his term as the United States Secretary of Energy, as a special assistant to then-Undersecretary of State Tom Pickering, and as an attorney in the U.S. Department of State Legal Adviser's Office.
