| RACHEL S. KING practices primarily in the areas of education law,
public law and public finance. She has an extensive background in
state, federal and international law and policy. Prior to joining
Sutin, Thayer & Browne, Ms. King served as Senior Advisor for
International Affairs in Governor Bill Richardson's Office of
Homeland Security; Deputy Cabinet Secretary in the New Mexico
Economic Development Department; International Director for
Government Affairs for El Paso Corporation; Senior Advisor for
International Affairs to U. S. Secretary of Energy Bill Richardson;
Special Assistant for Middle East and South Asia to Under Secretary
of State for Political Affairs Thomas R. Pickering; and
Attorney-Adviser, Office of the Legal Adviser, U. S. Department of
State.
Ms. King received her J.D. from the University of Michigan Law
School in 1991 (cum laude), was President of the Native American Law
Students Association in 1989-1990, and received her B.A. in
Economics and Philosophy from the University of Pennsylvania in 1987
(cum laude).
